Background
House Joint Resolution No. 530 and Senate Joint Resolution No. 345 from the 1999 Session directed a JLARC review of issues related to the care and maintenance of burial sites of Revolutionary War veterans. At that time, Virginia had a program to help provide for the care and maintenance of Confederate veteran gravesites, but had no similar program for veterans of the American Revolution.
The final report for the study provided a listing of Revolutionary War veteran burials that updated a list printed in the interim report for this study. The report also contained recommendations and funding options for a program to provide care for these burial sites. Following completion of the study, the General Assembly amended the Code of Virginia to include provisions for the disbursement of some funds to care for Revolutionary War graves.
JLARC staff estimated that there were about 560 cemetery sites and 705 grave markers that were potentially eligible for participation in a maintenance program receiving State support. The report noted that some of the sites already received certain maintenance care, so State assistance would serve to either help defray some of the current expenditures made by caretakers, or help them provide a higher level of maintenance care. Other sites received little or no maintenance attention.

Photographs of Gravesites in Virginia
Below is an inventory of the Revolutionary War veteran gravesite photographs for this study. Photographs were taken by JLARC staff, with a few exceptions. The photos of gravesites in Norfolk and Portsmouth were scanned from a newspaper article which appeared in a Virginian-Pilot story about the JLARC study. The photograph of the Nathaniel Chapman grave ledger in Bedford County was received from the Tinnell Family.
